CAP, IF FUNDS DON’T HELP FARMERS

nanospugne_agricoltura_nanospugne_1-610x425Fraud to the detriment of those who cultivate the land by those who derive profit on land which is not cultivated. And sometimes not even own them, and that with a trick and some forged signature is able to use it to receive the European contributions. The first news on the press were come out in the province of Alessandria in 2009, thanks to the claims of a farmer, and the last no more than two weeks ago, to the south of Italy. The EU budget is not decided yet and the reform of the common agricultural policy seems increasingly remote.

The expenditure budget for the Union to 27 member states seems set to drop and consequently the Pac will suffer cuts that fall on farmers. Failure of the "agricultural policy"? Probably the European landscape of the countryside will change. But the fact remains that all this translates into the real economy. Italy is now paying 5 billion euro to the Union but receives just 10.3. But the imbalance in negative may increase if the cuts are confirmed (about 18 billion). In practice Italy contributed with 13.5 percent of the total but loses 4.5 million euro a year. That could become six.

Europe is divided in two: on one side the Mediterranean countries and those with a high added value that focus on "low production but good"; then the other countries that invest instead on the quantity more than quality. One system - one that was proposed by the committee chaired by Ciolos - that rewards the quantity of the surface: the first to benefit from the new CAP will be the Queen of England who has land for thousands of hectares. The countries which will gain more from new Cap are: Lithuania, Estonia, Latvia, Romania - the country of the EU commissioner for agriculture - and finally Bulgaria. Countries - green but still "wild" - would have contributions increased from 32 to 64 per cent because of large surfaces.

Just one thing is certain: everything must be revised. We must put hand to the system of management of Community funds. With an eye more towards those who "say" to live by working the land and instead are just "hunter of land" and are seeking European funding. In short, if there is less money, all they will be more careful because those funds available have to go in the right hands. If the bone is only one, the dogs are ready to bite. This means less welfare, which - sometimes - results in the death of agriculture, the one that works.
